Delegation of Powers to the various field officers for the purchase of stores and execution of work contracts

Procedure for entering into contracts for supply of stores and execution of works-Formation of central Stores purchase Committee/Project tender Committees.

I am directed to say that for some time past the Board have had under consideration the question of improving the existing procedure for entering into contracts for the supply of stores and execution works. It has now been decided, in supersession of all existing rules and orders, that the procedure in this regard shall be as follows-

Maintenance and Operation

2. There will be a Central Stores Purchase Committee consisting of*:

(I) Member Administration.

(ii) Member Finance, and

(iii) Member Engineering.

*The formation of central Stores Purchase Committee was subsequently amended from time. For latest constitution see B.O. No. 9836-GSP/SEB/(IX) 132C/65 dated October 9, 1974, B.O. No. 2793-K/SEB-XIV/81, dated May 22, 1981 & B.O. No. 4444-K/SEB-XIV/81, dated August 20.

The superintending Engineer, Hydel Stores & Procurement Circle Lucknow will act as Secretary to the committee. The committee will determine the quantity of the stores, required for maintenance and operation work, both in hydel and KESA Wings, and will finally decide tenders up to Rs. 20 lakhs, provided that it will have full powers of purchase of items which are on rate contracts of the Director General, Supplies & Disposals or the Director of industries. U.P. or the prices of which are controlled by Government. Other tenders exceeding Rs. 20 lakhs will be placed before the Board foe approval* The Secretary to the Committee will execute all contracts approved by the committee or the Board. **

3. The officers in the Hydel and KESA Wing will exercise the following powers in regard to purchase of stores:

Hydel***Assistant Engineer–Up to Rs. 500 in a month.

Executive Engineer–Up to Rs. 10,000 in a montah.

up to Rs. 50,000 in a month with the approval of the Superintending Engineer.

No Purchase exceeding Rs. 2,500 will be made on limited tender system.****

The General manager may authorise the Superintending Engineer (P & P) and the Resident Engineer to exercise powers in his behalf under intimation to the Central Stores Purchase Committee.

Projects

4. There will be a Project Tender Committee at each of the important penetration projects, consisting of :

(I) The senior electrical or civil engineer at the project.

(ii) The Superintending Engineer concerned.

(iii) The Chief Accounts Officer or a Senior Account Officer to be deputed.

The committee will handle all contracts beyond the powers of the field officers and not exceeding Rs. 20 lakhs* in value ,provided that the committee will have full powers of purchase of items which are on rate contract of the Director General, Supplies & Disposals or the Director of industries, U.P. or the prices of which are controlled by Government. Other tenders exceeding Rs. 20 lakhs* will be placed before the Board for approval. All contracts approved by a Project Tender Committee or the Board will be executed by the Superintending Engineer concerned.**

5. Officers posted on projects will have the following powers :

Works Contracts Executive Engineer Up to Rs. 1 lakh

Superintending Engineer Up to Rs. 10,000 in month

Up to Rs. 50,000 in month

with the approval of the Superintending Engineer.

6. The new procedure shall come into force effect from October 1, 1965.
